What is environmental incidents
Environmental incidents are incidents that occur during human activities or natural changes that cause pollution, degradation or serious environmental changes.
Some examples of environmental incidents have occurred in urban environments.
- Accident at branch of Dang Huynh fertilizer manufacturing company (District 12, Ho Chi Minh City) on October 17, 2014.
Reason:
- The company purchased chemicals of unknown origin to produce fertilizer, of which about 500 kg of chemicals were explosive precursors such as potassium chlorate, Potassium nitrate, Ammonium hydroxide, but were not stored properly. .
- Workers used a mini gas stove to use the heat source to create shrink film for finished biofertilizer bottles. Due to carelessness, the gas leaked into nearby production chemicals, causing an explosion.
Consequences: 3 people died, 5 people were injured, 7 houses completely collapsed, 40 houses were affected
- A fire incident in the chemical warehouse of Tan Hung Thai Co., Ltd. on April 17, 2014 spilled 500 tons of chemicals into canal No. 6.
- An incident during the transportation of toxic chemicals (acid) by train using drums, but the acid drum had an open valve cap, causing acid to leak into the environment in Duy Xuyen district, Quang Nam province
- Chemical accident at Phong Phu Textile Joint Stock Company, Ho Chi Minh City in July 2013: caused by improper mixing of non-fabric dyeing chemicals (5% NaOH and glucose solution) leading to explosion; Consequences: 3 people were seriously injured;
- A fire incident caused by an electrical short circuit caused a chemical tank fire at PND Chemitech Company Limited (Hanh Phuc Industrial Park, Duc Hoa, Long An) on October 30, 2012, resulting in the entire chemical tank being burned down. Estimated damage was over 400 tons of finished chemicals, worth more than half a billion VND.
- Technical incident led to a broken raw material pipe at the Pomina 3 steel factory (Phu My Industrial Park, BR-VT) on April 11, 2014, resulting in 12 workers being seriously burned.
- Chemical fire and explosion incident at Can Tho bus station waiting area on February 28, 2013 was caused by passengers storing flammable and explosive chemicals in the same packaging, causing these chemicals to interact and cause fire and explosion. 3 people were injured.
- Incident of discharging phosphorus cleaning sludge into the natural lake of Yellow Phosphorus factory No. 4 of Duc Giang – Lao Cai Chemical Joint Stock Company in Tang Loong industrial cluster, Lao Cai province on September 25 /2009, resulting in water pollution in the lake, causing all the fish in the lake to die.
- A chemical explosion incident in the storage warehouse at Hai Phong thermal power plant on August 3, 2010 resulted in 2 deaths and 5 injuries.
- Wastewater pipes between units in the WWTP lead to leaks and spills of wastewater, caused by clogged pipes, broken pipes due to lack of regular maintenance or force majeure events. , resulting in pollution of surrounding receiving sources, spreading bad odors…
- Microbiological incidents lead to treated wastewater not meeting standards due to floating sludge, poor sedimentation, strange colored sludge, lack of sludge, white foam, and bad smell.

What are some requirements for environmental incident management in urban areas related to emissions?
COMPLY WITH HAZARDOUS WASTE Incinerator REGULATIONS AND TECHNICAL GUIDANCE.
To prevent possible incidents during hazardous waste treatment activities using incineration technology, hazardous waste treatment practitioners must:
- Comply with technical regulations on Industrial CT incinerators such as:
+ The height of the chimney meets the requirements for the quality of surrounding air when dispersing into the air, but must not be lower than 20m from the ground, 40m from the base of the chimney with large obstacles such as houses or tall trees. The smoke must be at least 3m higher than the highest point of the obstacle.
+ The chimney must have an exhaust gas sampling point with a diameter or width of at least 10cm in each direction, with a lid to adjust the expansion…
+ Do not mix outside air to dilute the exhaust air from the exit point of the secondary combustion zone to a height of 2m from the exhaust gas sampling point on the chimney.
+ HW incinerators must have a standard exhaust gas treatment system according to the operating process including the main steps: cooling when rapidly discharged, dust treatment, treatment of toxic components in exhaust gas.
+ Comply with furnace specifications.
- Waste before being loaded into the incinerator must be controlled so as not to affect the normal operation of the incinerator. Must prepare enough waste to ensure each operation of the HW incinerator for no less than 24 consecutive hours.
- HW incinerators must be installed with continuous automatic monitoring equipment to measure and record temperature parameters.
- Live cameras must be arranged to observe the incineration process
- Prepare a hazardous waste incinerator operation log

- Install lighting means and other electrical equipment at necessary locations.
- Refractory equipment must be used where solvents with low ignition temperatures or fine chemical dusts are stored
